Moving Stills 73 – No Turn on Red?

This is obviously the hardest sign to figure out in all of Phoenix. Each day (multiple times) I sit at the Union Hills exit from Loop 101 and watch car after car turn right against the light (legal in Phoenix except where posted otherwise.) Sometimes I watch the motorcycle patrols pulling them over as soon as they turn; other times I wonder if people just can’t read…
